Question: Is it possible to force candle/light to create a delta patch always?

Answer: Force, no, but you can "suggest" it to PatchWiz using PatchCreation/WholeFilesOnly="no" but PatchWiz is always free to create a full-file patch if it's smaller (e.g.).
